Compensation

Salary Range: $75,000 - $90,000

Position Summary

Reporting to the Quality Manager and under the direction of the Project Director, the Sr. Quality Specialist enforces a rigorous Quality Assurance/Control System for the entire set of Products and Works for the Project they will be assigned to. This includes (but not limited to) the authorship, management, and auditing of quality, compliance, materials, equipment, and general facility/housekeeping policies set forth within company and client regulations while abiding by ISO 9001 requirements. This position will work closely with PNR Quality Manager to ensure that the Project’s Quality Management System is aligned with the company’s Quality Management System (QMS). 

Primary/Essential Responsibilities and Duties

  • Assists in the development and implementation of quality management procedures in consistence with the policies of both PNR RailWorks and/or client contractual obligations, including project-specific quality plans, procedures, work methodologies and work instructions. 
  • Assists the Quality Manager in developing, reviewing, and overseeing the Inspection and Test Plans (ITPs) to identify the applicable inspection, tests, and monitoring activities to be performed to confirm that the work complies with the acceptance criteria.  
  • Assists the Quality Manager in overseeing quality testing and inspections; evaluating applicable activities through reviews, audits, assessments and inspections to minimize risk and improve the effectiveness of the project’s quality management system. 
  • Responsible for the quality auditing function to ensure compliance with all tests and inspections are completed as per the latest applicable standards, project requirements and specifications. 
  • Works with the Quality Manager to develop and audit work processes ensuring all project-specific assets on the customer’s property are maintained as per the current best practices. This includes state of good repair and housekeeping. 
  • Regularly evaluates the adequacy (and update if required) of all quality management plans, procedures and other documents pertaining to USRC Project. 
  • Assists in planning executing and reporting quality audits for the different work activities in departments and projects. Then, collects and carries out statistical quality data analyse to identify areas for improvement. Follow up with recommendations or corrective actions, if needed. 
  • Works with PNR’s Quality Manager to investigate, report, track, and closeout client complaints. This includes external and internal Non-compliance Reports (NCRs) and work deficiencies. 
  • Assist PNR Quality Manager and USRC Project Director in developing an overall quality risk management strategy with regular reporting to the Project Director and the Clients Representatives. 
  • Generally, works on own initiative with limited supervision. 
  • Presents regular status reports for all areas of responsibility to the Quality Manager and Project Director for review prior submitting to the Client. 
  • Assists the Quality Manager in reviewing, analyzing, and evaluating supplier’s performance, interim and final deliverables for adherence to project requirements.     
  • Performs other related duties and responsibilities as assigned. 

Required Skills and Qualifications

  • Post-Secondary education in Engineering, Quality or any other related field. Bachelor’s in engineering is preferred. 
  •  Minimum 3 to 5 years of related experience in quality in construction projects. 
  • Certifications such as Quality Engineer, Quality Lead Auditor/Auditor, Quality Improvement Associate and Six Sigma would be considered an asset. 
  • Good knowledge level regarding construction/maintenance techniques and practices, contract administration, construction inspection, the Construction Lien Act, the OHRC, and the Ontario Health & Safety Act. 
  • Competent knowledge of the ISO 9001 requirements. 
  • Experience with Microsoft Office Products is required. 
  • Must possess a sound judgment with developed organizational, interpersonal, oral/written communication, and analytical/problem solving skills. 
  • Demonstrated ability to work with multi-disciplined teams while dealing with complex issues and maintain effective working relationships. Ability to work as a member of a large multi company organization. 
  • Demonstrated ability to motivate and influence a diverse group of internal and external stakeholders to achieve goals set forth. 
  • Ability to assess and reorganize priorities to suit changing requirements. 
  • Familiarity with computers and computer-based techniques/applications related to the work are essential. 
  • Must have a valid driving license with a clean driving record and ability to travel as required. 
  • Availability to work nights / weekends, as needed.
