Position Summary

RailWorks is seeking a Civil Project Manager to support major MTA / NYCT rail transit infrastructure projects throughout New York City and the five boroughs. This position manages civil and structural work performed within active railroad environments, including stations, tunnels, elevated structures, viaducts, and railroad rights-of-way.
Civil scopes routinely interface with track construction, outages, work trains, flagging, and third-party railroad operations. While direct track experience is not required, prior exposure to track work or railroad operating environments is considered a strong advantage.

Role Overview
The Civil Project Manager is responsible for administering the project in accordance with MTA / NYCT contract requirements, governing specifications, safety rules, and railroad operating procedures. The role requires close coordination with field supervision, estimating, engineering, subcontractors, and owner representatives.

Primary/Essential Responsibilities and Duties

Project Administration & Controls
• Manage civil construction work in accordance with MTA / NYCT contract documents, specifications, and work rules.
• Maintain responsibility for cost control, forecasting, change management, and schedule compliance.
• Prepare and submit monthly progress reports, cost reports, and schedule updates.
• Administer contract modifications, change orders, RFIs, and submittals.


Construction & Field Coordination
• Coordinate civil work performed within active railroad rights-of-way.
• Interface with track forces, signal, power, and third-party railroad stakeholders.
• Plan and coordinate outages, General Orders (GOs), work windows, flagging, and railroad access.
• Support constructability reviews and sequencing plans.


Subcontractor & Stakeholder Management
• Manage subcontractor procurement, buyout, performance, and compliance.
• Review subcontractor schedules, pay applications, and change proposals.
• Lead coordination meetings with MTA/NYCT representatives and designers.


Safety, Quality & Compliance
• Enforce RailWorks and MTA/NYCT safety rules and operating procedures.
• Support quality control and inspection activities.
• Ensure accurate project documentation and closeout deliverables.

Required Skills and Qualifications

• Bachelor’s Degree in Civil Engineering, Construction Management, or related field.
• 7+ years of experience managing heavy civil or rail transit construction projects.
• Experience working under MTA, NYCT, Amtrak, LIRR, or Metro-North contracts preferred.
• Strong understanding of civil construction methods.
• Track construction or railroad operations experience is a plus, not required.
• Familiarity with railroad access planning, outages, work trains, and flagging preferred.
• Strong cost control, scheduling, and subcontract management skills.
• Proficiency with Microsoft Office; Primavera P6 preferred.
• Strong written and verbal communication skills.

• Exposure to live track/trains and high voltage
• Work is safety sensitive and protective equipment is required
• Travel to work sites is required.
