Position Summary

 

Under the direction of the Project Director, the OCS Construction Director – Major Projects is responsible for the operational and financial performance of projects/contracts and participates in meetings with clients and other stakeholders. This position will oversee and coordinate all operational activities during the bidding, development, planning, execution, and close-out phases of major construction projects, including Alternative Project Delivery (APD) processes. The Director will manage and support project teams with the aim of achieving operational excellence, quality and financial performance. He/she will also provide operational, financial and resource management support to projects.

 

Primary/Essential Responsibilities and Duties

 

  • Lead and supervise all aspects of project development (design, feasibility, planning, budget) and ensure that everything is carried out according to the contract
  • Coordinate with engineering consultants to ensure design is compliant and competitive.
  • Create and implement construction plans, schedules, reports, controls, and resource plans for future work.
  • Check the work sites.
  • Ensure that all necessary documentation is approved and up to date.
  • Check that work can start as planned.
  • Identify conflicts that are blocking the installation.
  • Find alternative locations for work if necessary.
  • Check the availability of materials.
  • Check the need for resources and equipment to ensure that everything is in place.
  • Forecast resource and equipment requirements for the next three months with project documents.
  • Compare the site requirements with the work plan.
  • Identify conflicts or additional needs in the field.
  • Verify the needs of subcontractors.
  • Ensure that subcontractors have all up-to-date documents (requirements, design plans, SSWP, etc.).
  • Ensure that subcontractors comply with the main contract and site requirements.
  • Track the progress of subcontractors.
  • Check that everyone on the ground is following safety rules.
  • Perform any other duties as may be assigned.

Required Skills and Qualifications

 

  • Degree in civil engineering, electrical engineering, or a similar field.
  • At least 10 years of experience in overseeing the construction of overhead catenary systems, with 5 years as a construction manager.
  • Ability to read and understand plans and technical specifications.
  • Experience in major projects with alternative delivery methods.
  • Experience in overseeing design, planning, budgeting, feasibility analysis, and supporting construction activities (field experience required).
  • Good knowledge of local building laws, technologies, planning methods and construction techniques.
  • Ability to form and manage younger teams.
  • Ability to manage multiple priorities at the same time and meet deadlines.
  • Good problem-solving skills.
  • Excellent oral and written communication in French and English.
  • Ability to present data in a clear and simple way.
  • Proficiency in tools such as Microsoft Office, planning, cost control and budget forecasting software.

  • Speaks, reads, writes, and frequently uses a computer keyboard
  • May require standing, walking, lifting, bending or bending occasionally
